This series consists of a bound specification and order book used by the Superintendent acting as purchasing agent for the railroad. The volume lists: the type, number, quality, cost, and source of supplies, hardware or goods. A typical entry reads' "One (1) dozen Spittoons No. 3 $17.00 black, by express C.O.D to", p. 95. Some of the goods, especially capital equipment, appears to be for the purpose of replacing materials and equipment lost or damaged during the Civil War.

The records are in general decay, uncleaned and in the same condition as they were taken from the courthouse (except 1852 - 1853 which has been laminated and bound).
